Sachie Hara is a young Japanese actress and TV presenter. This design is by Kinloch Anderson and is said to be a combination of the Douglas tartan and the Japanese flag. Apparently the Japanese Consulate General wore a Douglas kilt for the 1991 visit of the Crown Prince of Japan.
